This is the bastion of entrepreneurial activity in the country. People from declining farming communities around the country come here for opportunity, but there are no resources and it is one of the harshest environments in the world -- a 14,000 wind swept plane. People hustle to live. Communal justice here is swift and cruel, poverty is everywhere, and the markets contain some of the world's best bargainers. It is generally okay to be up here during the day if you know the city and where not to go. This is not a place to be at night. Check out the markets, see the cholita wrestling, and kick out.
