July and August is the best for tropical fruit lover. August also the nationwide mega sale month. Try out www.cubehotel.com.my it's located in the center of the city. Easy access to national coach station. Lots of shopping around.

Malaysia has a tropical climate so it does not matter the period you travel. Best value for money would be Citin / Grand season at KL.

Personally, I think any time is a great time to visit this tropical country, which is hot an humid all year round. November to March is the heaviest of the monsoon, but in practice I've never found the monsoon unduly disruptive. =)
