It makes sense that city where the Incans first made helados de paila (ice cream) sits at the foot of a volcano. Today you can still get some of that sorbet-like treat in this northern Ecuador town but the volcano is inactive. This popular city, nicknamed the “White City” for all its white-washed houses, holds a vibrant market every Saturday and the El Pregón and Virgen del Carmen parades every July 16th.
