The Mandarin Oriental Manilla has seen its better day, but it does have the best buffet breakfast in Makati, along with the most friendly, courteous hotel staff. It's also a convenient location in Makati, close to restaurants and shopping areas.

I have stayed at a lot of MOs over the years. Quality varies a bit but MOs are always at least a solid 4 stars. This property is by far the worst that I have experienced. MO should exit this property or make the investments needed to make this worthy of the brand name. The Peninsula and Shangri-La are much better alternatives.
I will complement the property on a few things. The location is good (in central Makati), the refurbished dining facilities are aesthetically attractive, and the pool area is pleasant. The property is also very inexpensive (my stay was only $130 USD per night). The pluses stop there.
The rooms are forgettable -- think older Sheraton with a few Asian stylistic elements in a desperate attempt to make them seem like they are part of an MO. Hard beds, old bathrooms, nothing that feels luxurious or even distinctive.
In theory, the lobby restaurant could be very nice. Aesthetically, it is quite attractive and it appears to have been recently refurbished. The design is modern Asian and similar to that used at the Cebu property. Unfortunately, food quality and service were terrible. On the day that we visited, the miso soup and char siu bao were cold and service was virtually non-existant -- i.e., coffee and water not refreshed at all without asking and staff were ever present and numerous but always busy doing something other than attending to guests.
Finally, after checking in (at 1:30 a.m.) I was very surprised to have the bellman offer to help arrange "an external" masseuse to visit the room for the evening. PERHAPS it was innocent but the timing, intonation, and manner in which he delivered the message were highly suspect and certainly atypical for MO.
Avoid this property.

A person’s name is the sweetest, most important sound to them. Personally, I would rather hear “you’ve just won ten million dollars”, but we know that’s not going to happen, so I’ll just stick to hearing my name.
The Mandarin Oriental must employ the smartest people. Or the ones with the longest memory. From the cleaners to the front desk, to the greeters, to the… you name it…everyone I came in contact knew my name and repeated it thru my stay. And it felt good.
Rooms here were larger than your normal room, with larger than normal bathrooms too. That makes up for the lack of a large nondescript lobby, but I never used the lobby anyway. For me it was poolside at the Mandarin, where you somehow felt transported to another place, far from the hustle and bustle of Makati, which was just on the other side of the wall.
It’s just like the advertisement, showing various celebrities touting being a fan of Mandarin Oriental. Somehow I also felt like a celebrity during my stay.
