San Juan, La Union is a nice, quiet surf village about 7 hours by bus north of Manila. Waves break consistently, rolling in from the south China Sea between the months of November and March. Surf board can be rented on the beach for 200 pesos per hours. Guys offer surf lessons too. They is a wide range of accommodation here, mostly budget.

I love going back because of the nice waves, relaxed vibe and ease of learning to surf. The surf community in San Juan is accommodating, even to first-time surfers. You could also find affordable accommodations and eateries along the beach if you ask the locals for tips.
It's a 6-hour bus ride from Manila, so, for me, that means it's pretty easy to get to even without owning a car.
