I loved Caye Caulker for being so relaxed, but it sounds like you're looking for something a little nicer than the mid-range hotels there (although the Island Magic Beach Resort is worth googling - Lonely Planet also recommends a resort on the north side of the island, although I can't remember its name). Any island will offer plenty of snorkeling/scuba options, though. Ambergris Caye is the most develped and has several resort options, but you'll find much more peaceful beaches on the outer islands and atolls. There's a bunch of expensive resorts out there, too, although getting that far out adds one more step to your vacation.
